Job Summary
Athena Technology Group (ATG) is seeking a Senior Strategic Planner to support the VA ITAM Program Management Support effort. The selected candidate will support enterprise ITAM strategy, organizational analysis, modernization planning, operational planning, process optimization, and advanced technology assessment. This role supports PWS area 5.2 Strategic Planning.
Key Responsibilities
Develop ITAM strategic planning materials, reports, roadmaps, recommendations, and executive-level briefings.
Support the ITAM Strategic Planning Report, Advanced Technology Assessment Report and Implementation Plan, ITAM Process Optimization Study, ITAM Organizational Strategic Analysis Review, ITAM Operational Plan, and IT Governance and Compliance Review.
Assess current ITAM processes, organizational structures, operational gaps, risks, and opportunities for modernization.
Analyze IT asset management trends, federal guidance, technology modernization priorities, and enterprise operating models.
Develop recommendations to improve lifecycle management, accountability, governance, reporting, and strategic utilization of IT assets.
Coordinate with VA stakeholders to gather requirements, validate findings, and align strategic recommendations to mission needs.
Support planning for HAM, SAM, process standardization, data quality, reporting, and enterprise visibility initiatives.
Prepare presentations, white papers, strategic analyses, decision support materials, and implementation planning documents.
Collaborate with program management and governance personnel to align strategic planning with program execution and governance frameworks.
Support continuous improvement and modernization efforts across the ITAM program.
Qualifications
Required:
Ability to obtain and maintain VA Public Trust / VA suitability; position is expected to require Tier 2 Moderate Risk background investigation based on PWS tasking.
Bachelor’s degree in Business, Information Technology, Public Administration, Management, Engineering, or related field.
10+ years of experience supporting strategic planning, program analysis, business analysis, IT modernization, enterprise operations, or federal consulting initiatives.
Experience developing strategic plans, operational plans, assessments, process improvement recommendations, roadmaps, or implementation plans.
Strong analytical skills with the ability to evaluate complex organizations, processes, data, and technology environments.
Experience preparing executive presentations, written reports, recommendations, and decision support materials.
Experience working with cross-functional stakeholders in a federal, enterprise IT, or large-scale program environment.
Knowledge of IT asset management, IT service management, governance, compliance, or lifecycle management concepts.
Must be able to read, write, speak, and understand English.
Must be a U.S. Citizen.
Desired:
Experience supporting Department of Veterans Affairs, OIT, EUS, EUO, or federal civilian IT programs.
Experience with ITAM, HAM, SAM, CMDB, ServiceNow, ITIL, portfolio management, or enterprise technology modernization.
Experience supporting federal strategic planning, organizational transformation, process optimization, or maturity assessments.
Experience with data analysis, metrics development, dashboards, and operational performance reporting.
Advanced degree in Business, IT, Public Administration, Management, Engineering, or related field.
PMP, ITIL, Lean Six Sigma, SAFe, or equivalent certification.

About the Program
The Department of Veterans Affairs (VA) Office of Information & Technology (OIT), End User Operations (EUO), is establishing and formalizing an enterprise Information Technology Asset Management (ITAM) program. This effort supports accountability, lifecycle management, governance, strategic utilization, modernization, and enterprise-wide visibility of VA endpoint devices and IT infrastructure. The program includes ITAM program management, strategic planning, governance, compliance, operational planning, reporting, and support for hardware asset management (HAM) and software asset management (SAM) initiatives. This position is contingent upon award of the contract.
