Job Summary
ATG is seeking a COOP Site Engineer to support the International Partner Advanced Extremely High Frequency Support Center (IPASC) by establishing, operating, and maintaining the IPASC Continuity of Operations (COOP) site at Vandenberg SFB. This role requires a senior technical professional capable of independently managing complex engineering, COMSEC, and operational tasks while coordinating closely with IPASC leadership, International Partners, and multiple base organizations. The engineer ensures the COOP site is fully mission ready to assume all IPASC functions within 96 hours of notification and maintains superior knowledge of IP planning, operations, and mission essential tasks.  Work is at Vandenberg Space Force Base, California
Key Responsibilities

  • Manage the operation and maintenance of the IPASC COOP site at VSFB, CA
  • Maintain full operational readiness of all classified and unclassified systems including: MPSS, RM databases, MASC, BICES, direct lines, voice systems and local IT infrastructure
  • Serve as the KMI/COMSEC Alternate Account Manger for the site, overseeing Tier 2/3 equipment, keying material, inventory and reporting
  • Interpret and implementation of COMSEC policy, directives and security requirements, development of procedures and job aids
  • Provide AEHF crypto support including ECU registration, endorsement, tracking and user instruction
  • Develop and maintain COOP SOPs, TTPs and mission-essential documentation
  • Conduct COOP exercises and support ongoing IPASC mission-essential tasks
  • Perform additional duties as Alt KOAM, security representative, property custodian and system administrator
  • Provide COMSEC/INFOSEC awareness training to users and ensure compliance with USSF and partner-nation requirements
  • Support IPASC team members, attend mission meetings, and travel to Colorado Springs and IP locations as required
Qualifications:

Required:
  • US Citizenship and an active DoD TOP SECRET/SCI Clearance are required for the position
  • 12 years’ experience with MILSATCOM environments
  • Bachelor’s degree (or equivalent experience)
  • Security Plus certification and KMI certifications required (or ability to obtain); if candidate does not have KMI, they will be required to attend the one month KMI school within one year of hire date
  • Extensive knowledge of USSF COMSEC handing procedures, Tier 2/3 equipment and Controlled Cryptographic Items (CCI)
  • Experience developing SOPs, guides and operational procedures
  • Background in system administration, software installation and IT troubleshooting
  • Ability to independently manage complex engineering tasks and coordinate across multiple organizations
  • Strong written and verbal skills

Desired:
  • Experience managing a KMI Account, including system configuration and operation of the Management Client/Advanced Key Processor (MGC/AKP)
  • 12 years working in a COMSEC/KMI environment
  • Experience with AEHF (terminals, operations, key management, mission planning element)
  • Specialized experience in performing SKL – SKL transfers using Secure telephones
  • Knowledge and experience in establishing Internet Protocol networks using Microsoft Windows and performing file transfers using AF approved File Transfer Protocol (FTP) software over a dial-up or dedicated network connection
  • Bachelor’s degree in science or engineering field
  • Excellent written and oral communication skills
  • Excellent interpersonal skills
  • Expert with common computer applications – MS Office suite (PowerPoint, Word, Excel, etc.), Adobe, Internet Explorer, Chrome, File Explorer, etc.

Physical and Environmental Conditions
  • Work to be performed out of Vandenberg Space Force Base, California, supporting various missions across the area of responsibility.
